HEC Scorecard Generation (M7)

Overview

The Scorecard module assembles HEC-oriented performance scorecards by aggregating data from all ORIC modules (Annex-A through Annex-D) into a unified, export-ready report aligned with ICT-1 scorecard structure.

Scorecard Sections

Section 1: Human Resource & Operations (Annex-A)

• ORIC staffing counts (total, active, by role category)
• Steering committee constitution and meeting frequency
• IRB/ethics board activity (meetings, approvals, deferrals, rejections)
• ICT facilities and web/social presence evidence

Section 2: Research Excellence (Annex-B)

• Publication output with W/X/Y quality ratios
• Grant proposals (submitted, approved, completed)
• Funding totals (requested, approved, overhead)
• Department-wise breakdowns

Section 3: Innovation & Commercialisation (Annex-C)

• Institutional policies (total, published, by kind)
• IP disclosures (total, approved, by category and jurisdiction)
• Patent filings and IP licenses
• Industry/community visits

Section 4: Sustainability & Capacity Building (Annex-D)

• Revenue lines (national/international, by type)
• Overhead approved vs. released
• Capacity building activities (by type, participants, budget)
• Audited statement references

Generating a Scorecard

1. Navigate to Reporting > Scorecard
2. Select the Reporting Period
3. Click Generate Scorecard
4. Review the assembled sections with KPI summaries
5. Export as CSV or JSON for HEC submission

Scorecard Summary View

A quick-reference summary shows key metrics from all four sections at a glance:

• Section 1: ORIC staff, committees, meetings, IRB activity
• Section 2: Publications, W-category count, grant proposals, funding approved
• Section 3: Policies, IP disclosures, patents, licenses
• Section 4: Revenue lines, total revenue, capacity activities, participants

Audit & Notifications

Every scorecard generation is logged with actor, timestamp, and period reference. When a scorecard is assembled, notifications are sent to leadership and administrators.

Scoring Logic

The system stores structured facts and documentary evidence. HEC scoring rules are configurable and live in policy documents — the system does not hardcode scoring formulas. Scorecard exports provide the raw data for scoring in external HEC tools.
